Any person not satisfied by any service of DAVP or is aggrieved by any other
action of this Directorate can seek redressal of his/her grievances through
Grievance Officer. Every such person shall be entitled to information about
the action taken on his/her grievance within a period of 30 days from the date
on which the complaint is received in this office.

If members of the public desire to meet the Grievance Officer in connection
with their grievances, they can do so without any prior appointment on all Wednesdays

ABOUT THE ORGANISATION
Directorate of Advertising & Visual Publicity (DAVP is the only advertising agency of its kind in the country that meets multi-media publicity requirements of various Ministries and Departments of Government of India. Besides, it also serves nearly 160 Public Sector Undertakings and Autonomous Bodies. DAVP offers complete facilities to its clients under one roof and provides them a single window service. Be it formulating communication strategies, designing and release of press advertisements, printing of folders, posters, kits, booklets, calendars, diaries etc., outdoor publicity through hoardings, bus-back panels, banners, kiosks, computer animation displays etc., or publicity through audio-visual media over AIR and Doordarshan, DAVP has highly trained and experienced professionals, the expertise and the requisite infrastructure to undertake these jobs.

CHAPTER-II
Campaign Wing
Campaign Wing is the pivot of DAVP. The Wing acts as a bridge between the client
Ministries and Departments of the government of India and the executive wings
of DAVP. The Campaign Wing prepares media plans for the clients according to
their requirements, based on the message, target group, budget etc. It remains
in constant interaction with the clients to help them monitor its implementation.

Visit DAVP and our Campaign Officers will devise a suitable publicity campaign

release of press advertisements, printed literature like booklets, posters,
folders etc., display of hoardings, kiosks, bus panels, wall paintings, cinema
slides, banners etc. Audio and visual publicity through spots, quickies, jingles,

Get in touch with one of our Campaign Officers, give him your ideas and objectives
and the tentative amount your department intends to spend on a particular publicity
campaign. He will take care of everything and translate your ideas of intended
publicity into a reality.
DAVP will ensure distribution of the material to its target audience, if so desired.
Remain in touch with him…
Provide the Campaign Officer with complete text material, photographs, a detailed
brief about the purpose/objective, target audience, the thrust areas etc. -
in one go, as far as possible. Remain in regular touch with the Campaign Officer.
He may have some doubt or any further query. Constant interaction is the sole
mantra and is absolutely necessary till the completion of the job. Send all
text material in a 3 ½" floppy along with a hard copy. This will
help avoid delay and save funds on typesetting etc.

An important information…
Give DAVP a minimum of one week for designing of an advertisement, booking of
space and release. Place some funds at the disposal of DAVP as advance deposit

ADVERTISING WING
DAVP empanels newspapers/periodicals for the purpose of release of advertisements
- classifieds or display - on behalf of different ministries/departments of
Government of India, Public Sector Undertakings and Autonomous Bodies. At present,
more than 160 PSUs and Autonomous Bodies are taking the advantage of DAVP's
services. More than 2500 newspapers/journals in Hindi, English and regional
languages from all over the country are on DAVP's panel.
Seeking empanelment with DAVP?
Fill up the application form carefully and
give correct information…
The newspapers/periodicals seeking empanelment with DAVP should apply on a prescribed
Application Form for Fresh Empanelment/Renewal of Rate Contract. It is available
free of cost at DAVP's Reception counter and also in PIB offices throughout
the country. The application form can also be obtained from associations of
small, medium and big newspapers where it is supplied by DAVP. It can be downloaded
from DAVP's web site www.davp.nic.in. The empanelment form complete in all respects

Empanelment strictly as per revised Advertising
Policy…
The empanelment of newspapers/periodicals is done as per revised Advertising
Policy of the Government of India which came into effect from 1.5.2002. 1.DAVP
empanels newspapers and journals of current affairs, which are published daily,
weekly, fortnightly or monthly.
Before applying ensure that your publication
also meets the following requirements…
Minimum circulation…
A minimum circulation of 2000 paid copies per issue. Relaxation, however, is
made in case of Sanskrit newspapers/journals and those published from Jammu
and Kashmir, backward, border or remote areas or in tribal language or primarily
meant for tribal leaders. The minimum paid circulation in such cases, has to
be 500 paid copies per issue. RNI/ABC/Chartered Accountant should certify the
circulation.

Newspapers/periodicals should have the following minimum print area to be acceptable
for Government advertisements.

Regular publication for one year…
A newspaper should have an uninterrupted and regular publication for a period
of not less than 18 months before it becomes eligible for empanelment. All applications
for empanelment are placed before the Panel Advisory Committee (PAC), which
meets at frequent intervals. The following members, besides one representative
each from the Associations or big, medium and small newspapers recognized by
the Press Council of India constitute PAC:

Do not submit any false or fabricated
information …
If at any stage, any publisher is found to have submitted false or fabricated
information, its empanelment is liable to be cancelled. Empanelment is also
immediately cancelled/suspended if the circulation of a publication is declared
un-established by RNI/ABC.
Don't worry if PAC has rejected
your application …
Even if the PAC has rejected your request for empanelment or has noticed any
deficiency, you will be communicated either way. You may apply afresh after
removing the deficiencies. Such requests can be made to DAVP once in a year
only.
For inclusion in the UPSC Media
List…
Only daily
newspapers are considered for inclusion into UPSC media list.
The publication
should have an offset printing process.
Minimum paid
circulation of 20,000 copies.
Standing
of five years as on first of April of the year in which UPSC Media List is scheduled
to be revised.
A minimum
print area of 12,000 sq. cms.
Exceptions/relaxations
with above clauses are applicable to newspapers published from Sikkim, North
East, Jammu & Kashmir, Pondicherry, Goa, Daman & Diu and in Urdu, Sindhi,
Sanskrit and Nepali languages.
The Media
List for UPSC advertisements is drawn and reviewed by a Review Committee, which
normally meets every two years.
APPLYING FOR RENEWAL OF RATE CONTRACT…?
Remember to submit all supporting documents
to avoid delay…
The rate contract of all dailies and other periodicals, eligible for release
of advertisement through DAVP, is renewed for a period from 1st October
every year to 30th September next year. There is a single application
form for fresh empanelment as well as for renewal of rate contract(Annexure-I).
Give complete details as mentioned in the form along with supporting documents.
Last date for submission for rate
renewal… note the change…
Application for renewal must be submitted to DAVP complete in all respects by
the due date i.e. 31st of May every year in which the empanelment

Some useful tips to avoid rejection of your rate renewal…
Request for rate renewal can be
rejected due to any one of the following:
a) imprint line not printed as required under PRB Act
b) if circulation declared un-established by RNI
c) incomplete documents
d) if place of publication on the masthead is not given
e) poor standard of printing, inter-alia, printing found not clean and neat
f) smudgy photographs
g) repetition of contents in different issues of the newspapers
h) reproduction of contents from other newspapers
i) absence of RNI registration number, date, page number and title on inner
pages
j) tampering of issue numbers, volume, date of the newspaper etc.
k) printing by cutting and pasting of contents from other newspaper, without
credit line or courtesy.
l) if CA certificate does not carry Registration No.
Rate Renewal contract…
Rate renewal contract is awarded for each category of newspapers for every three
years, if RNI or ABC certified circulation figures for previous year are submitted.
The applicant newspaper/journal should furnish authenticated figures of circulation
of ABC, RNI or Chartered Accountant. Rate contract is issued subject to completion
of all formalities including compliance with the provisions of PRB Act 1867
as amended from time to time.
CA certificate is valid for one
year…
Chartered Accountant Certificate is accepted only up to 25,000 copies per publishing
day for one year only. Average circulation for the preceding one year as certified
by ABC, RNI failing which CA (whichever is less) is taken into consideration.
Know about your obligations…
Every newspaper on DAVP's panel will be
obliged to:
Send one
copy of the newspapers on their own carrying DAVP advertisement to the client
at the address mentioned in the Release Order.
Submit its
advertisement bills, complete in all respect, and supported with relevant documents
within 30 days of the publication of the advertisement at the special counter
and obtain a receipt across the counter.
Strictly
adhere to the date of publication of DAVP advertisement as given in the Release
Order.
Suspension of a newspaper from DAVP advertisements…
A newspaper will stand suspension if:
Found to
have submitted wrong or false information in his application for empanelment/renewal
of rate contract; or
Found to
have discontinued its publication, changed its periodicity or its title or have
become irregular or suspected to have been indulging in unethical or anti-national
activities as found by the Press Council of India or if convicted by a court
of law for such activities.
Refuses to
accept and carry an advertisement issued by DAVP on behalf of the Ministries/
Department of Government of India, Public Sector Undertakings and Autonomous
Bodies on persistent basis.
If a newspaper
is declared un-established by RNI will be suspended from DAVP empanelment and
recovery will be effected. Resumption will be considered only on receipt of
the RNI certifying circulation.
A newspaper/journal
once declared un-established by RNI will be considered established only from
the year RNI declared it established.
The circulation
certified by RNI/ABC if found lower than the claimed circulation will be taken
into consideration for recovery.
CHAPTER -IV
PRINTED PUBLICITY - A BRIEF GUIDE TO PRINTERS
DAVP brings out different types of printed publicity material in bulk like posters, folders, booklets, brochures, diaries, calendars, table calendars, wall hangers stickers etc. on behalf of client Ministries and Departments of Government of India. For this purpose, it maintains a panel of top class printers on all India basis. The printers are classified into three categories viz. category (a), (b) and (c) depending on machines and ancillary equipment and other infrastructure available with them.
Are you a quality printer doing
bulk jobs…?
If you have experience of producing quality jobs in bulk within a given time
frame, then get your firm registered with DAVP. To be on the approved panel
of DAVP, your firm must have the minimum required printing machinery and ancillary
equipment as given and Annexure-III & IV.
Look for the advertisement…
Be on the lookout for advertisements appearing in the national dailies from
time to time and send your application complete in all respects on the prescribed
proforma alongwith supporting documents.
Don't forget to sign, stamp and
certify the specimen copies…
Remember to submit all supporting documents along with specimen copies of printed
material (duly stamped and signed with date) executed by you during the last
one year. Don't forget to certify the specimen copies that these have been printed
on your press.
Know briefly how empanelment is
done…
On receipt
of applications along with specimen copies within the due date of the advertisement
and internal committee scrutinizes all applications..
Those found
in order are placed before the Panel Advisory Committee (PAC) for consideration.
On recommendations
of PAC, empanelment is done in three categories viz. category (a), (b) and (c)
as per norms laid down by DAVP for Offset Printers and Diary Makers.
All empanelments
are subject to physical inspection of machines and other equipment.
After
your firm has been approved for empanelment you will be required to furnish
a security deposit ranging from Rs. 15,000/- to Rs. 50,000/- depending upon
the category in which the empanelment is being done.
Empanelment
is done only after firms have entered into an agreement, furnished security,
signed a bond and completed other formalities.

(b) Diary makers
Know about some statutory requirements…
While applying to DAVP for empanelment ensure that your firm is:
Registered
under the Factory Act or Small Scale Industries
An Income
Tax Payee; and
Has a set
of minimum of printing machines and other equipment

CHAPTER-V
AUDIO-VIDEO PRODUCTIONS
Types of production work undertaken….
DAVP prepares audio spots, jingles, and sponsored radio programmes, video spots/quickies,
documentaries and short duration promotional films on behalf of various departments,
ministries and autonomous bodies of Government of India. Some state governments
also approach DAVP for their audio video productions.
Can arrange broadcast/telecast of
audio and video production…
Besides production, DAVP arranges for broadcast of audio spots and programmes
through various stations of All India Radio and telecast of video productions
through Doordarshan. Audio-Visual Cell of DAVP undertakes these activities on
behalf of the clients. The jobs are executed through audio and video producers
which are on the panel of DAVP. The payment to producers is made on the basis
of a fixed rate card, which is highly competitive.

You have acumen for audio video productions, sound professional expertise, experience
and financial standing and a creative team supports you If you fulfill all these,
then you are the type of person DAVP is looking for. Application would be invited
for empanelment once in three years. Those already empanelled with DAVP and
those seeking empanelment for the first time shall apply afresh every time the
applications are invited. There would be no provisional empanelment.

Degree or
diploma in audio-video productions with a minimum three years experience in
the field; or
Five years
professional experience in the field of audio-video productions;
Minimum turnover
in AV production of an average of at least 10 lakh per year in the preceding
three years

First of all, obtain the prescribed form for empanelment as audio or video producer
free of cost from AV Cell of DAVP or download it from our website http://www.davp.nic.in.
Provide your company's profile, information about the creative team and the
jobs undertaken etc. Give complete address, the name of the contact persons
and telephone/fax numbers while submitting your application.
Give complete details about your experiences, financial background, qualifications, facilities etc. Give adequate proof in support of the claims. Also send a show-reel of your productions.

Preliminary scrutiny and after…
An internal committee of DAVP scrutinises all applications, the documents attached
in support of the claims made in the application and the software submitted
by the agencies. The committee makes recommendations for the empanelment. These
recommendations are placed before the Empanelment Advisory Committee (EAC),
which decides about the empanelment of audio-video producers.
Do not submit any false or fabricated information…
If a producer is found to have submitted any false or fabricated information
in support of his claim, his or her application will be rejected and if the
empanelment has been done, it will be suspended.
CHAPTER-VI
OUTDOOR PUBLICITY
Publicity through outdoor formats such as hoardings, kiosks, bus-panels, wall paintings, cinema slides, animation displays etc. is a conventional but an effective mean of spreading any message. These displays serve as a constant reminder to passers by and viewers and cater to both the literate and the non-literate.
For execution of these jobs throughout the country, DAVP engage reputed private agencies and empanel these agencies for production and display jobs.
The empanelment is done by DAVP in the following three categories:

(b) Wall paintings
(c) Cinema slides
Category-II
(a) Kiosks
(b) Bus panels
(c) Bus Queue Shelters
(d) Computerised animation display system
(e) Train/Rail Car panels
(f) Decorative railings
(g) Bus tickets
Category-III
(a) Banners
(b) Satin Danglers
(c) Miscellaneous jobs like PVC plastic gifts etc.
How empanelment is done?
Empanelment for Category-I and III is done through press advertisements every
year. Once the empanelment is done, it is treated as a continued list with provision
of deletion. Jobs indicated in Category-III are awarded to agencies having sole
concessionaire rights from municipal bodies, State Electricity Boards, civic
agencies, etc.
Want to be on DAVP panel…?
Apply on a plain paper giving company's profile, infrastructure like workshop,
major jobs executed, total turnover etc. On receipt of your application, DAVP
will issue a Questionnaire form to assess the agency's capacity to execute different
jobs. A Chartered Accountant should duly verify the information provided by
you in the Questionnaire form. The information submitted will be scrutinized
as per the norms of empanelment.
Also submit the following documents
along with the Questionnaire:
(a) An affidavit as indicated on the form
(b) Income Tax Clearance certificate.

Specified
minimum billing for different OP jobs
At least

Adequate
infrastructural facilities
Empanelment for Category-II
Empanelment in this category is done on the basis of applications received from
Agencies having sole concessionaire rights for specific jobs in specific areas.
For this the agency will have to submit:
(a) Letter of authority from competent authority
appointing the agency as sole concessionaire
(b) The rate card of the agency
Rates relating to sole rights are fixed on the recommendations made by the Rate Committee for OP jobs. Before a firm is empanelled/registered with DAVP it has to furnish a Standing Security deposit and also sign a Bond on judicial paper to secure performance of the agreement. All empanelments are subject to site inspection by a DAVP team.

CHAPTER-VII
EXHIBITION WING
Introduction
The mandate of the Exhibition Wing of the Directorate of Advertising & Visual Publicity is to inform the general public about the plans, policies and programmes of the Government through the mode of exhibitions containing visuals and facts to create awareness among the people about the welfare measures of the Government for their benefit. This medium of visuals and literature along with proper display has thus become an effective mode of message dissemination.
Functions
The Exhibition Wing of DAVP has a wide network of 35 Field Exhibition Units spread all over the country. These 35 units are equipped to organise any kind of exhibition even at a short notice of 10 to 15 days. Field Exhibition Officer (FEO), who is in-charge of the unit, organises the exhibition at a central point of the city or town. There is a Projectionist who can handle audio-visual equipments to project the software related to the exhibition theme. MCC (Mechanic-cum-Carpenter) and the other staff of the unit are involved in making attractive gate, fascia, paneling and other carpentry works involved in putting up the exhibition.
Advantages
1. Low Cost: Exhibition is one medium that provides cost effective publicity down to the grass roots level compared to any other media.
2. Feed Back: This medium has the advantage of interpersonal communication between the disseminator and the receiver. Hence, accurate feed back of the programme from the target audience could be gained.
3. Stability/repeat value: Since the exhibition is generally stationed at a place for not less than a week, the interested audiences have an advantage of visiting it more than once to ascertain the information gathered. Thus the repeat value of the medium is high.
4. Flexible time factor: Masses could come at any time of their choice during the working hours of the day as the exhibition is thrown open at all these hours. There is not any fixed time schedule as with other visual medium such as television.
Preparation of Exhibition Sets
The Exhibition Wing of DAVP has a Research
Cell at Hqrs. for designing and production of new exhibition sets on various
themes. Relevant themes based on the programmes and policies of the Government
are selected and research work is carried out on these topics to prepare appropriate
write-ups and collect relevant photographs. In addition to the photographs with
captions and write-ups, three dimensional objects such as sculptures and relief
works and translites are used to make the exhibitions more attractive and informative.
Once the master exhibition set is prepared, the Workshop attached to the Exhibition
Wing prepares the set in the required numbers and distributes to the Field Exhibition
Units for display.

With over 15,00,000 addresses comprising nearly 550 categories; Mass Mailing Wing of DAVP is one of the biggest setups of its kind in the country. Its reach is upto every nook and corner of the country right up to block/panchayat levels. After periodical reviews, new addresses are added and old ones found to be obsolete or inoperative are deleted in an on-going process.

Annexure-1 Annexure-II ADVERTISEMENT POLICY OF THE
GOVERNMENT OF INDIA AND GUIDELINES FOR EMPANELMENT OF NEWSPAPERS WITH DAVP The Directorate of Advertising & Visual
Publicity (DAVP) is the nodal agency of the Government of India for advertising
by various Ministries and organisations of Government of India including public
sector undertakings and autonomous bodies. The primary objective of the Government
in advertising is to secure the widest possible coverage of the intended content
or message through various newspapers and journals of Current Affairs as well
as Science, Art, Literature, Sports, Films, Cultural Affairs, etc. In releasing
advertisements to newspapers/journals the DAVP does not take into account the
political affiliation or editorial policies of newspapers/journals. However,
DAVP would avoid releasing advertisements to newspapers/journals, which incite
or tend to incite communal passion, preach violence, offend the sovereignty
and integrity of India or socially accepted norms of public decency and behaviour.
2. Government advertisements are not intended
to be financial assistance to newspapers/journals. DAVP maintains a list of
newspapers/journals approved for release of advertisements by empaneling acceptable
newspapers/journals. DAVP will empanel only such newspapers/journals as are
required for issuing advertisements of the Government of India. Care is taken
to empanel newspapers/journals having readership from different sections of
the society in different parts of the country. Panel Advisory Committee The PAC also has the power to consider de-empanelment
of a newspaper/journal where warranted. 4. In pursuance of broad social objectives
of the Government and for ensuring fairness among various categories of newspapers/journals,
the PAC considers empanelment of newspapers/journals belonging to the following
categories on priority : a) Small and medium newspapers/journals
b) Language newspapers c) Newspapers/journals published in backward,
remote and border areas. 5. Newspapers/journals are classified into
three categories, namely i) Small, with a circulation of up to 25,000
copies per publishing day. ii) Medium, between 25,001 and 75,000 copies
per publishing day, and iii) Big, with a circulation of above 75,000
copies per publishing day. Criteria for Empanelment For renewal of rate contract, the newspapers
are to submit applications in prescribed format by 31 st May of the year to
DAVP. The details of the paper like size, language,
periodicity, print area and details of printing press etc. as asked for in empanelment
form may be given. Further it must be substantiated that the paper is being
published at a reasonable standard. Reasonable standard, inter alia, means that
a) The print matter and photographs should
be legible, neat, clear and without smudges, overwriting, and tampering. b) There should be no repetition of news
items or articles from other issues. c) There should be no reproduction of news
items or articles from other newspaper/journals without credit line. d) Masthead on its front page should carry
the title of the newspaper, place, date and day of publication; it should also
carry RNI Registration Number, volume & issue number and price of newspaper/journal;
e) The newspaper should carry imprint line
as required under PRB Act; and f) Inner pages must carry page number, title
of the paper and date of publication. 7. A daily newspaper should furnish issues
for preceding four months and weeklies & fortnightlies must furnish issues
of preceding six months and monthlies should furnish latest 12 months issues.
Regularity The applicant should also furnish a copy
of the Certificate of Registration issued by the RNI in the name of the publisher.
9. Newspapers/journals having established
circulation of more than 75,000 copies per publishing day, as certified by Audit
Bureau of Circulation(ABC) can seek empanelment of their fresh edition from
a new place without having any regular publication for preceding 12 months,
but in such cases empanelment of fresh edition will be only in the lowest slab
of circulation. New Editions of small and medium newspapers will also be empanelled
similarly. 10. A newspaper/journal should have a minimum
paid circulation of not less than 2000 copies for being considered eligible
for empanelment. However, newspapers/journals in Sanskrit, newspapers/journals
published in backward, border or remote areas or in tribal languages or those
published in J&K need to have substantiated minimum paid circulation of
only 500 copies per publishing day. 11. A newspaper/journal should have the
following minimum print area : Exceptions may, however, be made by PAC
in the case of newspapers/journals belonging to the above mentioned category
in Sanskrit etc. 12. The empanelment already granted by the
DG/Director, DAVP earlier will remain valid for the duration for which empanelment
has been made. 13. The applicant newspaper/journal should
furnish authenticated figures of circulation of ABC, RNI or Chartered Accountant.
However, Chartered Accountant Certificate will be accepted only up to 25,000
copies per publishing day for up to one year only. DAVP will take average circulation for the
preceding one year as certified by ABC, RNI failing which CA(whichever is less).
14. RNI circulation check will be valid
for three years unless paper is suspended or declared unestablished by RNI.
During this period paper seeking renewal of empanelment in the same slab need
not furnish any fresh authentication of circulation. Rate renewal cases showing
increase in circulation warranting higher slab of rate will need to furnish
ABC/RNI circulation check certification. DG/Director, DAVP reserves the right
to have figures of circulation checked through its representatives or through
RNI where he/she may so decide. In rate renewal/empanelment cases, where
a three year contract is offered, publishers should submit to DAVP on or before
31 st May each year an Affidavit to the effect that they have submitted Annual
Return to RNI. In the affidavit the latest figures as certified by ABC/RNI/CA
will also be indicated. 15. A newspaper if declared unestablished
by RNI will be suspended from DAVP empanelment and recovery will be effected.
Resumption will be considered only on receipt of the RNI certifying circulation.
A newspaper/journal once declared unestablished
by RNI will be considered established only from the year RNI declares it established.
The circulation certified by RNI/ABC if found lower than the claimed circulation
will be taken into consideration for recovery. Advertising Rate Renewal of Rate Contract Payment of Advertisement bills 19. Every newspaper will be obliged to send
one copy of the newspaper on their own carrying DAVP advertisements, to the
client at the address mentioned in the Release Order, failing which payment
for the advertisement may not be considered. 20. Every newspaper will be obliged to submit
its advertisement bills, complete in all respect, and supported with relevant
documents, within 30 days of the publication of the advertisement. DAVP will
make every effort to pay the advertisement bill within 60 days of receipt of
bill. 21. No newspaper will publish DAVP advertisement
without receipt of the relevant Release Order. Request for a duplicate Release
Order by publications will be entertained on merits and on case to case basis.
22. The newspaper will be obliged to strictly
adhere to the date of publication of DAVP advertisements as given in the Release
Order. Publication of advertisement on dates other than that given in the Release
Order will not be regularised with revalidation of Release Order and no payment
will be made in such cases. Suspension of newspaper for DAVP advertisements 24. Before suspension of a newspaper for
DAVP advertisements on grounds of unethical practices, anti-national activities,
violation of the norms of decency as prescribed by the Press Council of India,
such newspapers will be given due hearing by the DAVP and a final view will
be taken by DAVP. 25. If a newspaper refuses to accept and
carry an advertisement issued by DAVP on behalf of the Ministries/Departments
of Government of India, public sector undertakings and autonomous bodies on
persistent basis, the newspaper may be suspended for a period up to six months
by DG/Director, DAVP. Release of Advertisements 27. DAVP will ensure availability of funds
before the advertisements are released, especially in the case of paying clients.
The Ministries and Departments, which are required to pay advance deposit for
release of their advertisements, will be requested to do so by depositing the
required funds as per extant orders of the Government in this regard. Exceptions ANNEXURE

3. There is a Panel Advisory Committee(PAC) for considering applications of
newspapers/journals for being empanelled for receiving Government advertisements.
This Committee is headed by Director General, DAVP/Director, DAVP and it includes
Addl. Principal Information Officer in the PIB, Press Registrar, RNI and Deputy
Secretary/Under Secretary in the Ministry of Information & Broadcasting
dealing with Print Media. The Committee will also have one representative each
from the Association of big, medium and small newspapers. The recommendations
of the Panel Advisory Committee as accepted by the DG/Director, DAVP regarding
empanelment of a newspaper is usually final.
6. All newspapers/journals seeking empanelment for the first time should have
been uninterruptedly and regularly under publication for a period of not less
than 12 months and should comply with the provisions of the Press & Registration
of Books Act, 1867. Fresh applications for empanelment may be made any time
during the year. However, each case will be considered once in a year only.
8. The applicant should have published the newspaper on at least 25 days in
each month during preceding 12 months. Weeklies should have published 46 issues
during the preceding year, fortnightlies 24 issues and monthlies 10 issues during
the preceding year to be considered being brought out regularly.
16. The rate structure for payment against advertisements released by DAVP will
be worked out on the basis of laid down principles. DAVP will work out advertisement
rates as per the Government of India rate structure formula devised by the Rate
Structure Committee. The rates will be related to circulation of a newspaper
and will apply uniformly to all newspapers. The newspaper will enter into rate
contract with DAVP accepting the DAVP rates and other terms and conditions as
laid down from time to time to ensure publication of DAVP advertisements as
and when issued to a newspaper.
17. Application for renewal must be submitted to DAVP, complete in all respects,
by the due date, which would be the last day of May of the calendar year in
which the empanelment expires failing which DAVP may not consider the newspaper
for renewal of rate for the concerned year. DAVP will convey its decision on
renewal by 30 th September of the relevant year. DAVP will place the rate renewal
application proforma on its Web site http://www.nic.in/davp and newspapers may
download the proforma from internet to apply for renewal of rate contract of
their newspaper. Alternately, newspapers may collect the application proforma
from DAVP headquarters or from PIB offices in the country on their own, well
in time. DAVP will make available the application proforma for rate renewal/fresh
applications to associations of big, medium and small newspapers as recognised
by the Press Council of India. Rate renewal contract will be awarded to newspapers
for three years if circulation for previous year is supported by RNI or ABC.
However, if any newspaper claims increase in circulation with latest RNI or
ABC certificate, upward revision may be considered. The revision of rate (upward/downward)
will be considered yearly.
18. DAVP will release payment of advertisement bills in the name of the payee
and at the address given by the newspaper in the application form for renewal
of rate contract or fresh application for empanelment, as the case may be. No
change in the payee's name or adddress will be entertained during the year of
empanelment unless it is justified and found unavoidable or compelling.
23. A newspaper will stand suspended with immediate effect if found to have
submitted wrong information in his application or rate renewal proforma; or
if found to have discontinued its publication, changed its periodicity or its
title or have become irregular or suspected to have been indulging in unethical
or anti-national activities as found by the Press Council of India or if convicted
by a court of law for such activities.
26. As soon as requisitions for release of advertisements are received from
various Ministries and Departments as also from public sector undertakings and
autonomous bodies, DAVP will prepare a suitable media list keeping in view the
content, the target audience or the advertisement and availability of funds
after consideration of the recommendations of the client.
28. Notwithstanding any of the provisions mentioned above, DG/Director, DAVP,
as Chairman of the Panel Advisory Committee, will have discretion to grant provisional
empanelment to a newspaper, subject to approval of the PAC, for a period of
six months or till the next meeting of the PAC if the newspaper has completed
all the formalities required for empanelment and otherwise found suitable for
issue of Government advertisements.
